Full-mark answer
Figure 4 shows many cycle routes, short journey times and a central bike park. These make cycling easier and safer, so some people may switch from cars to bicycles. If fewer people drive into the city centre, there are fewer vehicles on the road and congestion is reduced. Other strategies such as bus priority lanes or park and ride can also reduce car use and improve traffic flow.
Why this answer loses marks
Cycle routes reduce air pollution.
That may be true, but the mark needs the link from transport strategy to fewer cars or smoother traffic.
